Baltimore County Councilman Pat Young Jr. has officially joined the 2026 race for Baltimore County Executive, bringing with him a record shaped by military service, state legislative experience, and two years on the County Council. A Catonsville native and Iraq War veteran, Young is presenting himself as a candidate focused on practical government, public trust, and a more responsive county bureaucracy.


Young launched his campaign with a promise to simplify government and improve how residents interact with county services. He has argued that too many people experience local government as slow, confusing, and disconnected from everyday needs, and he says his approach would be more “back to basics” on regulation, permitting, and constituent service. That message appears designed to appeal to voters frustrated by the pace and complexity of county operations.



His political résumé gives him a strong foundation for the race. Young served in the Maryland House of Delegates from 2015 to 2022, where he worked on budget and veterans’ issues, before winning a seat on the Baltimore County Council in 2022. On the council, he has built a reputation for being detail-oriented about law, procedure, and government accountability. Those credentials help explain why he is positioning himself not just as a political newcomer, but as someone who already understands how government works.


One of the most notable parts of Young’s campaign is his decision to participate in Baltimore County’s new public financing system. He has said that the matching-funds structure gives ordinary residents more influence and allows his campaign to run without relying on PAC money, corporate money, or business donations. In January 2026, he said he had met the requirements to qualify for matching funds, which would help him expand his media presence, open a headquarters, and strengthen his organizing operation.


The race itself is shaping up to be competitive and expensive. Young faces fellow Democrats including Izzy Patoka and Julian Jones, both of whom entered the contest with much larger war chests. Even so, Young’s campaign may carve out a distinct lane by emphasizing grassroots support, reform, and a different style of politics.


For voters in Baltimore County, Young’s candidacy offers a an experienced public servant asking for a larger role, and a campaign built around the idea that government should feel more accessible, more efficient, and more accountable. As the 2026 primary approaches, his challenge will be turning that message into a countywide coalition strong enough to compete with better-funded rivals.
